Bulbasaur and Charmander come with minor edits for modesty on their cleavage. I couldn't figure out a satisfying way to do so for Squirtle, but you can apply the same technique to her if you want: draw a line across the bust where you would like the dress to be as high as, and replace the skin tones below with dress colors instead.
